Although Iran is a sovereign state it has been a long time concern of the US that if able to develop any type of significant nuclear technology (weapons grade or otherwise) it may fall in the hands of state sanctioned (The Iranian state) terrorist. Iran has employed tactics such as trying to kill a Saudi diplomat and bomb a Saudi embassy in the US with the help of an Iranian American. These types of insurgences are polar opposites to the two previous mentioned groups in this paper.
